The unit price barely moves after that, so the real saving between 15 and 50 comes from losing the setup, not from the tier.

About five business days

Production runs about 5 business days after proof approval, plus shipping time. For a summer picnic or a company outing, place the order three weeks ahead to allow for the proof round.

Can a 15-bag order avoid setup?

Yes, if the whole order reaches $500. Adding matching drinkware or other items to the same order counts toward it.
