This is a waterproof high visibility jacket, so it does two jobs that are usually split across two garments: it keeps a crew dry and it keeps them seen. That matters because a worker who puts a rain shell over a hi vis vest has just covered the thing that made them visible, which is the most common way wet weather undermines a site safety policy.
