There are two minimums in this industry and vendors use the same word for both, which is why the answer you get never quite matches the question you asked.
The two minimums
Below a certain count, that setup labor costs more than the whole order is worth. That is the entire reason the per-item minimum exists.

You can hit one and miss the other. Ordering 300 pens clears most per-item minimums but might sit under a supplier’s order minimum if the pens are cheap enough.

Ours, and why
Every item has a minimum order of at least 12 pieces. The exact minimum varies by product and decoration method, and the real price breaks usually start somewhere between 50 and 250 pieces. The quantity pricing is published on each product page, so you can see the whole ladder before you ask us anything.
What we will tell you upfront is when a quantity is too small to decorate the way you want it. A twelve-piece screen-printed run is possible, but the setup cost lands on twelve pieces, and a digital or transfer method usually serves you better at that size.
I’d rather tell you twelve pieces is the wrong quantity for that print than take the order, rush it, and hand you something that doesn’t look like your brand.

What “no minimum” actually means
Suppliers advertising no minimum are almost always doing one of three things:
Print-on-demand. Digital printing with no setup. Genuinely viable for small runs, but the per-unit price is high and the decoration options are narrow. No PMS matching, no specialty inks, limited garments.
Burying the setup. The minimum is gone; the setup fee is not. Twelve mugs at $9 each plus an $80 setup is $15.67 a mug.
Minimum on a stock design. No minimum applies to their artwork, not yours.
None of these is dishonest. They are just different products, and the comparison to a decorated bulk order is not like-for-like.
Working with a small budget
If you are under the minimum, the options in order of usefulness:
Biggest saving, least used
Consolidate
Three departments ordering separately are three setups. One order with three ship-tos is one setup.
Removes two setups
Three-color down to one-color removes two screens. On small runs that matters more than the ink.
Setup does not scale down
Change the item, not the count
A cheaper blank at the same quantity usually beats fewer units of the premium one.
Often skips setup
Buy ahead
If more are coming in six months, the second run costs less per unit than a fresh small one.
The question worth asking
Not “what is your minimum” but “at what quantity does the per-unit price stop dropping steeply?” That number is usually well below what you assumed, and it tells you where your money stops working harder.
